Certify the Program Environmental Impact Report (EIR) prepared for the Monterey 2031 General Plan Update in accordance with CEQA Article 7, Section 15090; B. Adopt Environmental Findings, Statement of Overriding Consideration, and Mitigation and Monitoring Program; and C. Approve the Monterey 2031 General Plan Update to the Housing (2023-2031), Land Use, Circulation, and Safety Elements II. City Council Consider Planning Commission Recommendation and Adopt Resolutions to: A. Certify the Program Environmental Impact Report (EIR) prepared for the Monterey 2031 General Plan Update in accordance with CEQA Article 7, Section 15090; B. Adopt Environmental Findings, Statement of Overriding Consideration, and Mitigation and Monitoring Program; and C. Approve the Monterey 2031 General Plan Update to the Housing (2023-2031), Land Use, Circulation, and Safety Elements Note: The Elements Contain Revised Land Use Designations which will Lead to Future Rezoning and Will Affect Individual Property Owners
